NOTICE OF REGULAR MEETING
STAPLES CITY COUNCIL
June 21, 2011
Notice is hereby given that the City Council of Staples, Texas will meet at 7:00 pm on the 21st day of June, 2011 in the Civic Center Building, Staples, Texas to consider the following agenda items:
1. Call to order.
2. Pledge to the U.S. flag
3. Silent Prayer
4. Roll Call
5. Citizens Presentations – Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully request that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

A. An ordinance of the City of Staples, TX, establishing standards for the excavation and cutting of City streets and rights-of-ways, and the placement, removal and alteration of facilities therein; prohibiting certain activities; establishing duties and responsibilities; requiring permits; establishing fees, charges and rates for permits; establishing bond requirements; making findings of fact; providing penalties; providing severability, open meeting and publication clauses; and providing for certain other matters.
B. Mandated City-County Inter-local Agreement on ETJ Platting and the current Inter-local Agreement proposed by the County to include the City of Staples.
9. To be presented without discussion:
A. Proposed Fiscal Year 2011-2012 Budget to be discussed during a Public Meeting, as part of the City Council Meeting, July 19, 2011

A. Report on the Public Officials Liability Workshop presented by the Texas Municipal League attended by the Mayor on June 17, 2011.

*THERE MAY BE A POSSIBILITY OF A QUORUM OF THE PLANNING AND ZONING COMMISSION. MATTERS OF CONCERN WILL BE DISCUSSED INFORMALLY. NO ACTION OF THE COMMISSION WILL BE TAKEN.
The Council may go into closed session at any time when permitted by Chapters 418 or 551, Texas Government Code, or Section 321.3022 of the Texas Tax Code. Before going into closed session a quorum of the Council must be assembled in the meeting room, the meeting must be convened as an open meeting pursuant to proper notice, and the presiding officer announce that a closed session will be held and must identify the sections of Chapter 551 or 418, Texas Government Code, or Section 321.3022 of the Texas Tax Code authorizing the closed session.
I, the undersigned, City Secretary of Staples, Texas, hereby certify that the above Notice is a true and correct copy. I posted said Notice on the front door of the Staples Civic Center and in the lobby of the Staples Post Office. Said places are readily accessible to the general public at all times. Notice shall remain posted continuously for at least 72 hours pre-ceding the scheduled time of the meeting.
