REGULAR MEETING

NOVEMBER 15, 2010

Opening Agenda:

 

Call to Order:                            Mayor Daffern called the meeting to order at 6:58 p.m.

 

Invocation and Pledge:               Mayor Daffern led the pledge and silent prayer.

 

Canvas of the November 2, 2010 election:  Mayor Daffern read Resolution 20101115  - A Resolution of the City of Staples, Texas, Canvassing the returns and declaring the results of the November 2, 2010, special election on the adoption of a one percent local sales and use tax.  Councilmember Wester motioned to accept the resolution with Councilmember York seconding.  There was no discussion and the motion to approve the resolution passed with a vote of 5-0.

 

Mayor Daffern read Resolution 20101116 -  A Resolution of the City of Staples, Texas, Canvassing the returns and declaring the results of the November 2, 2010, special election on the adoption of a municipal development district under Chapter 377, Texas Local Government Code, to plan, acquire, establish, develop, construct, or renovate one or more development projects beneficial to the district and to impose a sales and use tax at the rate of one-half of one percent for the purpose of financing such development projects and providing for related matters.    Councilmember Wester motioned to accept the resolution with Councilmember Huebner seconding.  A map will have to be attached with this resolution and the map is still in progress.  Motion passed with a vote of 5-0.

 

Oath of Office was given to re-elected Mayor Daffern and Councilmember’s Wester and Clark by City Secretary DeVere.

 

Meeting was recessed at 7:15 for presentation by Mr. Kilbar, Pro-Tech Engineering and Mr. Richards, Turner Crest Village Waste Water Company, LLC, concerning TCEQ’s commitment to renew Permit Number WQ0014831001 to allow treated water to be diverted to San Marcos River. 

 

Meeting reconvened at 8:40

 

Citizens Comments – none

 

Approval of minutes – Councilmember Wester motioned  and Councilmember York seconded that the corrected minutes of the October meeting be approved, passed 5-0.

 

Financial Report –   Councilmember Wester motioned and Councilmember Huebner seconded that the Financial Report be approved, motion passed 5-0.

 

Website Update – Mayor Daffern is still trying to set up a time with a former city employee of Manor to work on updating the website.

 

Announcements:

Councilmember Wester – the Civic Club is having a fund raising chili dinner to raise money for new tables and chairs for the Civic Center..

 

Adjournment:

 

Motion to adjourn was made by Councilmember York with a second by Councilmember Clarks , passed 5-0 and meeting was adjourned at 8:45 pm.
