REGULAR MEETING

October 19, 2010

Opening Agenda:

 

Call to Order:                            Mayor Daffern call the meeting to order at 7:02 p.m.

 

Invocation and Pledge:               Mayor Daffern led the pledge and silent prayer.

 

Citizens Comments – none

 

Approval of minutes – Councilmember Reinke motioned and Councilmember Huebner seconded that the minutes of the September meetings be approved, passed 3-0 as Councilmember Wester did not vote since she was absent for that meeting.

 

Financial Report –  Title of the Financial Report needed to be corrected.  Added $185.00 expense of the newspaper ad for the election.  Councilmember Wester motioned and Councilmember York seconded that the Financial Report be approved, motion passed 4-0.

 

 

Discussion and possible action items:

A.     Approval of the application of Mr. and Mrs. William Nixon to be annexed into the City’s ETJ.  Their property is not contiguous at this time.  Other property owners are interested in becoming part of the ETJ as well so they could be eligible at a later date.  Councilmember Reinke questioned the solicitation by council members to property owners regarding joining the ETJ.  Councilmember York stated that he feels the property owners just need some education on the advantages of being part of the City of Staples ETJ.  Mayor Daffern would like to send the Nixon’s a letter explaining why they cannot be accepted into the ETJ and that their application will be held until the time comes when they are eligible.  Councilmember Wester wondered about road costs with the expansion of the ETJ but the county is responsible for any road work in the ETJ.

B.     Mayor Daffern presented a letter from TXDoT regarding the “Report a Pothole” program.  The roads that are affected are FM 621, 1977 and 1339.  This information will be on our updated website.

C.     Mayor Daffern is working the Mayor of Manor on updated the City website and hopes to have it up by next month’s meeting but these things take time.

D.     Staples Fall Fest – per Councilmember Wester, the fall fest has been cancelled due to a shortage of time.

 

Announcements:

Councilmember Wester stated that there are termites in the building and the restrooms were not working at this time due to the subfloor being pulled out.  When another workday is scheduled, she will send out a notice.

 

Councilmember Huebner will be attending a conference in Austin regarding the State’s budget     

 deficit.

 

Mayor Daffern will be attending a TML conference in Corpus Christi next week.

 

Adjournment:

 

Motion to adjourn was made by Councilmember Wester with a second by Councilmember York , passed 4-0 and meeting was adjourned at 7:33 pm.
